Before looking at the process, here’s what you need to know about when a foreign license must be replaced in the Netherlands.
License from the EU/EEA
Great news—EU/EEA licenses remain valid in the Netherlands for up to 10 years (or until the expiry date if earlier). After that, you simply exchange it for a Dutch license.
License from outside the EU/EEA
Non-EU/EEA licenses are valid for 185 days after you become a Dutch resident. After that period, they are no longer legally valid in the Netherlands. But if you have the 30% ruling, you can bypass this restriction entirely and exchange your license without taking any tests.
Your application goes through your local municipality (gemeente), and you will need:
